Inspire is funded by the Regional Libraries Advisory Group (sponsored by the BL, CILIP, MLA Council), and through the DCMS Action Plan supporting Framework for the Future, the public library strategy to 2013. It is a national programme to implement a number of recommendations in the Empowering the Learning Community (ELC) report

The ELC Report by the Library and Information Commission and Education & Libraries Task Group sets out ways in which co-operation between the education and public library sectors can be stimulated and improved to support lifelong learning.

Inspire’s 2004 pilot projects were funded by the Department for Education and Skills (DfES) in co-operation with the Department of Culture Media and Sport (DCMS).
